The Securities and Exchange Board of India (Sebi) has proposed the creation of a new network of Fixed Income Channel Partners (FICP) to enhance retail participation in corporate bonds and other fixed income securities, especially in Tier-2 and Tier-3 cities. This initiative aims to replicate the success of the mutual fund distributor model in expanding the reach of fixed income products.
India's corporate bond market has seen significant growth, with outstanding corporate bonds rising from about ₹17.5 lakh crore at the end of FY15 to over ₹60 lakh crore as of July 31, 2026. Despite this growth, the market remains dominated by institutional investors, with debt issuances mobilizing ₹9.1 lakh crore in FY26, nearly twice the amount raised through equity.
The proposed FICP framework would allow individuals, partnership firms, and corporates to become channel partners, subject to certain eligibility criteria. Individuals must be Indian citizens, at least 18 years old, have completed Class 12, and hold a valid NISM certification in fixed income securities. AMFI registered mutual fund distributors can apply for FICP status without an enlistment fee, provided they obtain the necessary certification.
FICPs would register with a stock exchange, which must decide on applications within 21 days. The enlistment is valid for three years and can be renewed. These partners will assist investors with onboarding, documentation, KYC, and facilitating transactions, but they are not allowed to handle client funds or securities. Orders must be routed directly through the OBPP platform.
The mutual fund distributor model has significantly contributed to the growth of retail folios in smaller towns and cities, primarily through distributor channels rather than direct online platforms, according to Sebi's discussion paper.
